THE end of Section 28, the law banning the promotion of homosexuality by local education authorities, moved closer this week after a vote in the House of Commons in favour of an amendment to the Local Government Bill. A Conservative amendment proposing that parents should be able to ballot on the way sex education was taught in their school was defeated.
