The national curriculum tests were premised on the point that level 4 would be the “average” level achieved at key stage two . It was expected that some children (who are not illiterate, as Henrietta Dombey recently pointed out) would achieve level 3. Could someone explain how “average” changed to “expected” and has now become “required”?
