Simply the best? Says who?

MICHAEL Barber drew attention to an upward trend in key stage 2 test results over four years.

But is this the result of an increase in parental concern, simpler programmes for staff to follow, superior teaching methods, or a noteworthy proportion of youngsters who enjoy the contex of school so much they’d do fairly well no matter what educationists assemble on the curriculum?

I wonder if Professor Barber has ever witnessed an optimum delivery in academia and how he knew it was simply the best.
