The six-term year proposed by an independent commission has been widely welcomed and could mean moving exams to April and May so students would know their A-level results before applying to unversity. But exam boards have warned that examiners would still be teaching and reluctant to sign up because of a reduction in the time needed to prepare for the next academic year.
