'Slaughtered' by promises

MINISTERS should not promise to resign if they miss their targets, Estelle Morris, the former education secretary, told MPs this week. She told the Commons public administration committee she was "slaughtered" after English and maths primary test results missed targets last year. It contributed to her quitting in October.
