Spare the child

The Scottish Executive has not ruled out in principle a complete ban on physical punishment of children. But Peter Peacock, Deputy Children and Edcation Minister, said "reasonable chastisement" by parents chimed with public opinion and he wanted to avoid "meddling in family life".
