Spending review - Adult skills: what the future holds

- End all funding for over-24s taking level 3 qualifications;

- Scrap the entitlement for over-25s to take a first level 2 qualification for free;

- Replace public funding in these cases with HE-style student loans;

- Abolish Train to Gain, replacing it with a reduced work-based programme focused on small businesses;

- Invest an extra pound;250 million a year to provide 75,000 new apprenticeships;

- Reduce centralised targets for colleges and training providers and cut down on the numbers of arms-length bodies;

- Continue support of basic skills provision; spending on adult and community learning will be “protected and reformed”;

- Cut pound;1.1 billion from the adult skills budget over four years, a quarter of total spending.
