A top education expert has said the Assembly government’s education spending review has failed to tackle the “key issue” of local authorities. In an essay for the Institute of Welsh Affairs, Professor David Reynolds said it was difficult to see how money could be saved if Wales “perseveres” with 22 local authorities. Teaching unions have also called for the matter to be addressed.
