IN unveiling his five-year plan for education, the Prime Minister made a welcome, implicit admission that comprehensive education has for many been a disaster. But he deserves only muted chees for slowly adopting an approach that has been obvious to outraged pupils, parents and teachers for decades: selection, although not ideal for all schools, would be a highly effective method in most.
