Until 2007 or so, the marking of Sats was relatively simple and efficient. Papers were sent to markers - mainly teachers - who marked them, put the scores on and added them up correctly. They indicated the level attained and returned them to schools. Then 2008 saw a meltdown, with ETS unable to cope with the process despite its #163;156 million contract.

Schools this year are reporting marking that either bears little resemblance to reality or is just sloppy. To add salt to the wounds, threshold levels were not due to be available until this week, giving additional work to schools already under pressure.
