Teachers guilty of misconduct can be struck off the professional register on a “balance of probabilities,” under proposals for the new General Teaching Council issued this week. This is lower than the standard of proof for doctors who must be proved guilty “beyond reasonable doubt” before losing their livelihood. The plans, contained in a consultation document, refer all cases of alleged sexual misconduct with children directly to the Education Secretary rather than the teaching council.
