FORTY-TWO per cent of undergraduate students in England and Wales in 20001 (the latest figures available) made no contribution towards the cost of their tuition at university or further education colleges. Around 30 per cent of English students in higher education institutions and 48 per cent in FE received additional money from the Higher Education Funding Council for England. This funding was allocated on the basis of postcodes, to support recruitment and retention of students from areas where there was low participation in HE, higher education minister Margaret Hodge said.
