IN THE first report of its kind Highland has produced a Standards and Quality report emulating that of HMI. Schools have set targets above the national average and are doing better than Scotland as a whole. The 5-14 data reveals that pupils are already just below the targets for reading, writing and maths expected by 2001. Orkney reports its primary schools have now exceeded their 5-14 target in maths and are just a couple of points short of those for reading and writing.
