ALSO back from the Washington fleshpots is Michael Barber, who won't find out whether he has been appointed to his own job as head of the standards and effectiveness unit until the end of the month. In his absence there does not appear to have been a flood of applications to Michael ichard, the permanent secretary at the DFEE. In fact, among professional speculators, the only name to emerge is that of David Reynolds, the education professor who spends a fortune on removal vans. (He arrived at Exeter, his present post, via Loughborough and Newcastle.)
