Education maintenance allowances could turn out to be a stay-at-home charter, for they are payable to students educated at home as well as regular attenders in mainstream.

With students due pound;150 bonuses on top of sums of up to pound;30 per week for perfect attendance and academic progress, it will be interesting to see how many kids schooled at home report their absences.
