Borrowing boost

Local authorities will be allowed to borrow Pounds 426 million next year to spend on school buildings and equipment.

Although the sum is 6 per cent higher than this year, it is only just over a fifth of what they asked for in order to build new schools and carry out repairs on crumbling buildings.
