Bursary admin to cost #163;9 million

Millions of pounds allocated to the new bursary scheme replacing the education maintenance allowance will be swallowed up in administration fees, it has emerged. Westminster's Department for Education has revealed that schools and colleges will be allowed to use up to 5 per cent of the budget - amounting to pound;9m - "to meet the costs of administering the scheme", instead of it going to pupils.
