Calendar crisis

Why do we have to suffer recruitment cut-off dates of February 28, May 31, and October 31? I do not understand why two months or half a term's notice at any time is not adequate. It is for maternity leave.

This term there are many schools with temporary one-term contracts awaiting the appointment of a middle manager. Pupilsstudents would suffer less if the disruption was for half a term only.
