Capital boost for councils;In brief

Local authorities' capital allocation for 1999-2000 is to be pound;327 million, which can be invested in any service including education. This is additional to the annual pound;26.7 million "new deal for schools" in the 1997 Budget to tackle the backlog of school repairs and improve IT facilities.
