Centre lacking

I would like to link your report on the work of the National Commission on Education with Robert Evans' article on the 1996 European year of lifelong learning.

It seems to me that a glorious opportunity was lost in the recent revision of the national curriculum to put independent learning at its centre. Independent learning is a key skill for the future and developing the attainment targets for the core subjects into a coherent independent learning whole would form a clear centre to the national curriculum.
