Northern concern about clothing is understandable in view of the climate. But in Norway they are taking action against youthful fashion which makes the under-16s curfew in Hamilton seem libertarian.

In the town of Moss hooded sweatshirts are banned despite the onset of cold weather. The police say that gangs of youngsters wear hoods and ski masks and get into fights. Ears may nip but trouble is nipped in the bud.
