Dawn patrol

22nd March 1996 at 00:00
The old authorities are not finished yet and some clearly require councillors and staff to get up even before the crack of dawn to expedite business. The agenda papers for Lothian's education committee on Wednesday invited attendance at 00.00am.

There are still some working for the old regions, however, who are equal to the task. A note was hurriedly dispatched from council headquarters advising: "I am sure that this is not the best time to hold the meeting."

Proceedings were promptly rescheduled for 11am.
