Devolution White Paper

Although the devolution White Paper provides for research council funding to remain with Westminster, this weekend's Scottish Trade Union Congress in Glasgow will hear a call for the Scottish parliament to review funding to provide a better balance between centres of research excellence and the need to stimulate activity across Scotland.

The Association of University Teachers claims that the recent UK research assessment exercise was too academic in form and too selective in subsequent allocation of money. Excessive competition among institutions, job losses and distortion of educational provision have resulted.
