ORKNEY has decided to allocate the extra Budget millions for schools on a per-pupil basis rather than the broad school roll formula suggested by the Government. This means tha larger schools such as Kirkwall Grammar will see their allocations doubled while some of the smaller ones will receive only half of what they might have expected.
