Parents who teach their children at home should be monitored to ensure they are providing an "efficient" education. The Scottish Parent Teacher Council says that under the 1980 Education Act schools have to comply with basic standards and so should home educators.
In its response to the Scottish Executive's revised draft guidance on home education, the council warns that no mention is made of every child's right to "school" education in the 2000 Education Act. Children should be made aware of that right, the SPTC says.
It wants a national register of all children educated at home.
