Incompetant teachers

The Executive has made it clear that plans for members of the public to complain about incompetent teachers directly to the General Teaching Council for Scotland (see TESS last wek) will be put out for consultation and that no final decisions have yet been taken. It is not part of the extension to the GTC's powers included in the education Bill.
