Independence redefined

The assertion of the General Teaching Council for England's independence by its chief executive Carol Adams would ring less hollow if she were not an ex-Department for Education and Skills employee appointed by the Government.

And the GTC's funding is paid by the teachers. He who pays the piper ...

appoints the chief executive. That's what I call independence.
