Individuals could become lottery winners without buying a ticket. The Millennium Commission is consulting on plans to give grants of Pounds 2, 000 to people "to achieve their aspirations, release their potential and enrich their own lives and those of their communities".

Jennifer Page, the commission's chief executive, said she could envisage an educational charity seeking awards to help workers gain additional skills.
