* The FEFC's rules on spending are to be adjusted to ensure that more cash is channelled into "key skills", including information technology, for all full-time 16 to 19-year-olds. This is part of a range of proposed changes to the funding model in line with new curriculum entitlements for all post-16 school and college students demanded by the Education Secretary. Additional cash for growth has been guaranteed until 2001.
