BUT how are councils facing up to the future? Standard bearer must surely be Lincolnshire County Council, whose new education development plan reveals giant millennial ambitions. On page 3, it sets out the task aead: "The directorate's top priority will be to carry out those tasks and functions set by the law, to the degree required by the law."

This 21st century is going to be an exciting place. Oh yes.
