THE election campaigns for the Scottish and Welsh assemblies got under way with the Liberal Democrats promising to invest in Scottish schools, raising taxes by a penny in the pound. Meanwhile, the Scottish Nationalist party said it will forgo the promised one penny tax cut in the last Budget to pay for improved public services.
