New guidance on standards for school toilets are set to be released six years after a damning report attacked the state of facilities in Wales. In his 2004 report, Lifting the Lid, the late Peter Clarke, the former Children's Commissioner for Wales, raised concerns about the impact of substandard toilets on health and well-being. Drafted by the Assembly government and the Welsh Local Government Association, the guidance is aimed at local authorities, governing bodies and headteachers.
