LSC absolves colleges

Geoff Russell, chief executive of the Learning and Skills Council, has apologised for the capital funding crisis and said colleges bore none of the blame. "The decisions on capital that colleges made almost without exception were made in good faith," he said. The shortage of funding for Train to Gain had also harmed colleges' reputation through no fault of their own, he acknowledged.
