1. By age 19, 85 per cent of young people to attain Standard grades 1-3, SVQ level II or equivalent

* Scotland 70 per cent

* UK 67.5 per cent

* UK (19-21) 58 per cent

* France (19-21) 78 per cent

* Germany (19-21) 66 per cent

* Singapore (18-20) 49 per cent

2. By age 21, 70 per cent of young people to attain 3 Highers (A-C), SVQ level III or equivalent

* Scotland 51 per cent

* UK 44 per cent

* UK (19-21) 37 per cent

* France (19-21) 36 per cent

* Germany (19-21) 51 per cent

* Singapore (20-24) 41 per cent

3. 60 per cent of workforce to be qualified to at least 3 Higher (A-C), SVQ level III or equivalent

* Scotland 47 per cent

* France 30 per cent

* Germany (1993 fig) 62 per cent

* Singapore 23 per cent

4. 30 per cent of workforce to have upper qualifications to at least SVQ level IV or equivalent
