Minister denies capping plans

YOU REPORT (November 13 and 20) that ministers are planning to use their capping powers under the Fair Funding proposals to limit differences in local expenditure on school transport and special needs. This has not been our intention at any stage.

We do, however, intend to use those powers if individual authorities spend too much per pupil on bureaucracy - money which could better be used on direct provision at school level. Schools will benefit from extra delegation. But where they wish to continue with an LEA service, it will be straightforward for them to do so.
