Slow readers get sympathy from Stirling University's education department. Having ordered a box of the Scottish Office's reports on Improving Reading at the Early Stages, it was found that they all started at chapter three, repeated several subsequent sections and omitted entirely the chapter headed "Good use of resources". Nice to know, however, that the foreword by Inspectorate boss Douglas Osler survived intact.
