Mr McConnell underlines a national and local priorities framework

Mr McConnell also underlined his drive to introduce a national and local priorities framework by spring 2002. Local improvement plans that follow from the national priorities should be in lace by next autumn to allow councils time to budget for their initiatives. The minister said the priorities would ensure "an atmosphere and culture of continuous improvement".
