The funding councils for further and higher education have created a new post of national co-ordinator for widening participation. It is to be filled by Margaret Dundas, who has just completed research on barriers between FE and HE. The Scottish Executive is committed to expandng colleges and universities by 42,800 places over three years. That means ensuring not just that the students get in but that the institutions succeed in keeping them - hence the description of the job title as "widening participation" rather than "widening access".
