There are 25 PFIs or Public Private Partnerships (PPPs) to build andor manage new school facilities across the country. The contract for Colfox School in Bridport, Dorset, was one of the first to be signed in November 1997, but it wasn't the first to be finished. That honour went to Victoria Dock primary school at Kingston upon Hull, where the deal was done in July 1998 and the first phase of the school opened in January 1999. Colfox opened in the September.

The previous year saw a rush of contracts, from Enfield's Highlands to an ICT network covering the whole of Dudley.
