New head of 14-19 learning

Julia Dowd has been promoted from her job as director of Greater Manchester Learning and Skills Council to a national post as director of young people's learning, responsible for 14 to19-year-olds.

She takes over from Melanie Hunt, who has become national director of learning at the quango's Coventry headquarters.
