New man at the helm in Moray

Donald Duncan, head of educational planning and resources in Moray, is to be acting director of education following the early retirement of Kevin Gavin. Mr Duncan, ged 45, will do the job pending the restructuring of the council's departmental structure. He has been in educational administration in Moray since 1990.
