Nursery first?

The Early Years Extra (TES, June 30) states that Cleveland is set to be the first local authority to guarantee free state nursery education to all its four-year-olds. This is not the case as the London borough of Hillingdon has been offering free state nursery education to all its four-year-olds for several years.
