Ofsted goes raw

Has anyone pointed out to Ed Balls that in a county such as Lincolnshire almost every town has at least one grammar school and, therefore, a number of secondary modern schools? Does he realise that the latter have an intake of the bottom 65 per cent of pupils and that the new Ofsted guidance to look at raw results will penalise perfectly good secondary moderns?
