Ofsted's Bell to get board

David Bell, chief inspector, will have to report to a board of governors under changes to Ofsted announced this week.

The board will set the watchdog's strategic direction, but the chief inspector will remain accountable to Parliament. The changes also put Ofsted in charge of inspecting adult education, children's homes, and adoption and fostering agencies.
