One GCSE target is 'shameful'

Children's commissioner Keith Towler has attacked the minimum attainment target for looked-after children of one GCSE as "shameful". In an interview with BBC Wales Mr Towler said it was a "ridiculously low" aspiration, but the Welsh Local Government Association said the target did not give the whole picture.
