HMI declined to be drawn on the detail of the charges at this stage. But it accused Tom Conlon of having "seriously misunderstood" the different roles of HMI and Ofsted. In Scotland, inspection was formative, checking on progress; in England it was summative, measuring impact.
However, Alan Ogg, lead inspector of future learning with HMI, acknowedged at a conference last September that NOF training "did not deliver everything it set out to deliver, but some of the things it set out to do were a bit grandiose in my view".
But he said the training had brought people up to a benchmark, raised awareness of ICT and "sensitised" teachers to the possibilities of using technology in learning.
