David Arbon, director of education in Gateshead for the past 10 years, is to retire at the end of July.

Desmond Banister, senior tutor and Witley house master at Old Swinford Hospital, Stourbridge, West Midlands, becomes head of Quainton Hall School, Harrow, Middlesex, on September 1.

Henry Pavlovich is taking over from Edda Ostarhild as director and chief executive of the Institute of Linguists on April 6. Now a consultant offering information gathering and analytical services, he formerly worked at the BBC World Service running a unit making English as a Foreign Language programmes for Eastern Europe and the former Soviet Union.

John James, a solicitor and a fellow of the Institute of Directors, is the new chairman of South Birmingham College, heading a board of 19 governors responsible for college strategy and financial stability.
