Picture puzzle

This week I received a free copy of the new textbook for Higher Still physics. I was puzzled by the front cover picture. What had this to do with physics or Higher Still?

But, of course, it is symbolic. The two characters are about to be swept into the sea. Are these two physics teachers about to be swept away by the wave of change or is it Helen Liddell and Ronnie Smith about to be swept away by a wave of teacher reaction?

I'll tell you what it is not. It is not teachers being swamped by material from the Higher Still Development Unit.
