Clackmannan's Keir Bloomer, scourge of the teacher unions and president of the Association of Directors of Education, was back on favourite territory when representing the Convention of Scottish Local Authorities.

Denouncing the record of the Scottish Joint Negtiating Committee over 30 years and its failure to agree pay increases in line with the going rate, he quipped:

"Played 30, lost 30 - the Albion Rovers of the negotiating world."

It takes Alloa man to appreciate these lower division subtleties.
