Primaries may have seen extra support staff but secondaries are still waiting to see a difference, delegates heard. Margaret Smith, Fife, said that two-thirds of the budget for assistants in her own authority had been "subverted" for other purposes. "Some people are in primary but in the secondary sector - zilch," she said.
